Rookie Division Rules

Rookie division rules for ages 7 and 8.


  1. The home team is determined by the official league schedule.
  2. The home team is responsible for the following:
    • Providing an official scorekeeper. The official scorekeeper’s main functions are getting the official game rosters from each team, noting the official start time of the game in the scorebook, keeping track of outs, runs per inning, proper batting order of teams and maximum runs per inning.
    • Submit final score online within 24 hours.
    • Getting 2 baseballs from the field supervisor.
  3. The visiting team is responsible for the following:
    • Providing someone to operate the scoreboard if available.
  4. The official scorebook must be kept accurate for participation in All-Stars. Failure to maintain accurate records may result in a manager’s suspension and our league not being able to play in all-star tournaments.
  5. Before the start of the game each manager will provide their line-ups for the game to the Official Scorekeeper and the umpire.
  6. If a game is under weather delay PRIOR to the start time of the game, teams must wait a minimum of 30 minutes from the scheduled start time for an "all clear" before leaving the park. If the all clear is not given before the 30 minute waiting period, the game will be called as a "rain out" and will be rescheduled. If the all clear is given within the 30 minute waiting period, the game will begin and the start time will be noted. If a game goes under a weather delay while in progress, prior to the completion of the 4th inning (complete game), teams must wait a minimum of 30 minutes for the all clear. If the all clear is not given within the 30 minute waiting period, the game will be rescheduled and play will resume from the point of the delay.


  1. There is no umpire for this division. The field supervisor will be responsible for all judgment calls and feeding the pitching machine.
  2. Games are six innings with a time limit of 1 hour 40 minutes. No new inning begins after 1 hour 40 minutes. There is no time limit for championship games.
  3. The pitching machine shall be set up for all games at 46’ (can be 42’-46’).
  4. Players and coaches in uniform are the only people allowed in the dugout, field and bullpen area. Any person not wearing the complete uniform issued by the league will not be allowed in the dugout. No substitute uniforms or alterations will be accepted. All uniforms must have numbers. Please do not allow any children other than players in the dugout. Team mom or one substitute team mom is also allowed (background checks required). No exceptions.
  5. In the event no pitching machine is in service, the team batting will supply a coach to pitch to their batters.
  6. During each inning a coach from the defensive team will stand behind the catcher in case that player does not secure the ball from the pitch.  The coach will then deliver an extra baseball supplied to him prior to the game back to the field supervisor.
  7. The field supervisor will declare the official start time when the defensive team is on the field and the first batter steps into the batter’s box.
  8. The batting order will be the entire roster.
  9. Players get a maximum of 5 pitches from the pitching machine. Remember that only strikes are thrown from the machine.
  10. Three (3) strikes and the batter will be ruled out.
  11. Six (6) runs is the maximum a team can score during each inning.
  12. Players may advance until they are stopped defensively or the field supervisor calls time.
  13. After the ball is pitched it must be returned by the catcher, to the pitcher.
  14. Legal bats are USA Baseball marked bats or wood bats with a maximum barrel size of 2 5/8. No BBCOR bats allowed.
  15. Cancelled games will be made up at the first opportunity. Games will be continued from the point they were left at only if a full 3 ½ or 4 innings were not played. All makeup games will be scheduled by ASBR (See by-laws “Players”).
  16. Managers are responsible for the conduct of their team, fans and coaches and must address this with each parent and child.
  17. Managers are responsible for league issued equipment and must return it at the conclusion of the season. Managers will not eligible to coach next season if equipment is not returned.
  18. There are no protests in this division.
  19. Teams must have 8 players to start and finish a game. Failure to have 8 players throughout the game will result in a forfeit.


  1. On a ball hit to the infield or the outfield the ball shall be considered dead once the defense has stopped the lead runner from advancing and the field supervisor has called time.
  2. A batted ball shall be considered dead when, before being touched by a fielder, it hits the pitching machine. The players will advance if forced.
  3. Bunting is allowed.
  4. A batter shall be called out after the 5th hittable pitch crosses the home plate and the batter fails to put the ball into play.
  5. A foul ball on the 5th hittable pitch shall entitle the batter to continue to bat until a third swing is called or until a fair ball is hit.
  6. The offensive sides are retired after 3 outs or after 6 runs have been scored.


  1. Every player must play 3 innings on defense and get one at bat in every game. Any player who does not must play the first three innings of the next game.
  2. Players are exempt from the mandatory 3 innings if they show up after 1 completed inning. Managers need to record what time and inning a late players shows up in the official scorebook.
  3. Ten (10) players shall play defense on the field. The infield shall have the normal six (6) positions including a catcher, pitcher, 1st baseman, 2nd baseman, 3rd baseman and shortstop. All additional players shall be placed in the outfield. 
  4. There is free substitution.
  5. If the offensive team’s catcher is on base with two outs left in the inning, that player will be substituted in order to have the time to put on their catcher’s gear. (SPEED UP RULE).
  6. If a defensive player positioned at the pitcher’s mound is unable to catch the ball from the designated catcher multiple times throughout the game, that player will be forced to either play a different position on the field or be replaced by another player from their dugout. (FIELD SUPERVISOR’S DISCRETION).
  7. A coach from the offensive team will stand behind the catcher with an extra baseball in case the catcher is unable to obtain the baseball in their glove and it goes behind them.  The coach will then throw the spare ball back to the field supervisor immediately.  (SPEED UP RULE 2.)


  1. Standings will be maintained throughout the season.


  1. Safety is paramount. If at any time a parent, coach or manager has safety concerns about the application of any playing rule or ground rule in a particular situation they may submit these concerns to any ASBR LO member for a special ruling.
  2. All players shall wear a protective cup.
  3. Managers are to ensure that players remain properly hydrated during games and practices.
  4. All League Officials, managers, coaches and players are to adhere to Park rules adopted by the City of Altamonte Springs in regards to facility usage.


  1. The league furnishes each player with a hat, pants, shirt, belt and socks. Every player must wear a complete and matching uniform for all league games. This includes matching pants. The LO may take action against a manager or player who continually disregards the league dress code.
  2. Exposed jewelry such as wristwatches, bracelets, hoop style earrings and neck chains, or any other item judged dangerous may not be worn during the game. Religious and medical alert bracelets and necklaces are the exception to the rule, but if worn must be taped to the body. 

The League Officers have adopted these ground rules. Any proposed changes to the ground rules after the season begins, shall be posted 2 weeks prior to taking effect.
